If you plan to purchase, lease, or refinance a commercial or industrial
property, you could be liable for pre-existing environmental conditions on

Limit Your Liability
To protect yourself and to limit your liability it is highly recommended that you perform
a  Phase I Environmental Site Assessment of the property in question.  

A Phase I Environmental Site Assessment (Phase I ESA) satisfies one of the
requirements of the Innocent Landowner Defense to liability imposed by the
Comprehensive Environmental Response, Compensation and Liability Act (CERCLA).

Phase I ESAs are ordered by buyers, sellers, brokers, lessees, and lenders involved
in the sale, purchase, re-finance or leasing of industrial, commercial and agricultural
properties. Phase I ESAs are typically required by lenders in order to assure that
properties do not possess environmental conditions that could diminish the value of
the property, the ability of the borrower to repay, or to establish baselines to allocate
responsibility for clean-up costs.

What is a Phase I ESA?
A Phase I ESA is a detailed study of the property and surrounding properties including
a thorough site inspection, occupant interviews, historical records searches, a study
of past land uses, spills, tanks, and other environmental conditions.  Gathered
information is presented in a written report format.

Our Phase I ESAs are conducted by experienced environmental professionals and
are performed in general accordance with ASTM Standard E1527-05 - "All Appropriate
Inquiries."

Transaction Screen
A limited study of site features and historical
records, per ASTM E1528-06.  Allows some
risk assessment but does not offer liability
protection under CERCLA.

Phase I
An in-depth non-invasive study of the property
and relevant historical records per
ASTM E1527-05 .  Offers certain liability
protections under CERCLA.

Phase II
Invasive sampling and analysis of the site,
often by subsurface drilling.  A Phase II is
typically performed at the advisement of
Phase I findings.  In cases when
contamination is initially suspected, a
combined Phase I/Phase II is often
performed.

Phase III
Following the findings of Phase I/Phase II
investigations, Phase III is the remediation of
adverse site conditions including soil
removal, tank removal, hazardous waste
removal, and groundwater clean-up.  This
work is often performed  with input by state
environmental authorities.

  • 3 acres or less: $1,400.00
  • 3-20 acres: $1,600.00
  • greater than 20 acres: $1,600+ (in proportion to site size)

  • Phase I ESA on land with building(s):
  • up to 2 acres with building up to 100K s.f.: $1,500.00
  • greater than 2 acres or building greater than 100K s.f.:
    1,700.00+ (depending on site-specific parameters).

  • Property Condition Assessments (PCA) per ASTM E2018-01:
  • Buildings up to 100K s.f.: $1,500.00
  • 100K to 300K s.f.: $1,600.00
  • 300K to 500K s.f.: $1,700.00
  • greater than 500K s.f.: 1,700.00+ (depending on site
    parameters)

  • Combined Phase I and PCA Discount:
  • Combined individual prices minus 15%

All pricing is subject to verification and adjustment based upon site
parameters and client requirements.

The cost of an ASTM E1528-06
Transaction Screen is typically 20%
less than a Phase I ESA.

What's needed to proceed?
Once a study is underway, we'll typically ask
you to provide the following data if available:

(1) Documents (if available):
  • Boundary survey or site plan.
  • Property title.
  • Previous environmental reports.

(2) Information:
We need as much of the following
information as available:
  • Accurate property address.
  • Property tax ID number.
  • Name, address, and telephone of the
    current owner and, if possible,
    previous owners.
  • Name, address, and telephone of the
    current occupant(s) and, if possible,
    past occupants.
